FROM E-GOVERNMENT AND E-DEMOCRACY TO E-GOVERNANCE: A UNIFIED VIEW

Concepts of government and democracy are closely related and have some common elements. However, e-Government and e-Democracy
(e-Participation) research areas have been evolving apart from each other leading to some fuzziness about the relation between them. Also, recent research on both areas seem to have devaluated the role of information and transparency by focusing on service delivery efficiency (e-Government) and sophisticated citizen involvement in policy making processes (e-Democracy). The goal of this paper is to restore the importance of information provision and transparency on both areas, and use this common element as the conceptual basis to propose a unified model of e-Government and e-Democracy, under the banner of  e-Governance.
